Sir,
I wish to call your attention to the provisions of a recent Statute, 18 and 19 Vict., cap. 90, intituled "An Act for the Payment of Costs in Proceedings instituted on behalf of the Crown in Matters relating to the Revenue, and for the Amendment of the Procedure and Practice in Crown Suits in the Court of Exchequer."
The provisions of this Statute, especially Sections 1 and 2, although confined to the United Kingdom, are of general interest and importance; and, as circumstances have led me to suppose that they are not generally known in Her Majesty's Colonial Possessions, I wish you to propose analogous measures to the Legislature of the Colony under your Government, unless they are either superfluous, or some peculiar local reason exists against their adoption.
